Citizens Appreciation Award Presentation
Mr. Kannard will be presented the Tulsa Police Departments Citizen Appreciation Award on Wednesday April 25, at 1100 am in the Public Information Office for the following incident.
On February 20, 2007 Officer Carl Small responded to a vandalism call at 7600 E Virgin St. Officer Small contacted the suspect, a 6’4", 230 lbs. ex-convict named Corey Darvell Crisp. Crisp attacked Officer Small and knocked him to the ground where Off. Small struck his head on the pavement. Crisp then began a furious, violent assault in which he repeatedly kicked Officer Small in the head with his steel-toed boots. The assault continued until a passing motorist, the uniformed TSA employee Michael Kannard, stopped to assist. Officer Small stated that the suspect only stopped when Mr. Kannard got off his motorcycle and came forward to assist. Officer Small stated that "the guy would have killed me if it hadn’t been for that TSA guy."
Corporal R.T. Jones wrote, "The fact that Michael Kannard stopped to come to Officer Small’s assistance, at great personal risk, when he was neither legally nor morally bound to do so, reflects great credit upon himself and the Transportation Security Administration, and marks him as a courageous, exceptional citizen who is a credit to his community."
